Results Do Not Augur Well For The Future

DESPITE the government’s increased spending on education, public schools continue to release more students into the community without the required skills in reading, writing and arithmetic.
 
It is true that there is high unemployment, but it is also true that jobs exist that can’t be filled by many of those unemployed because they do not have the required skills.
 
Today, the government released the dismal results of the 2013 BJC and BGCSE results. In the past several years, embarrassed by the dropping grades, the government has refused to release the national grade average. However, we were told that those amazing grades were still hovering between D and D-.
 
Education Minister Jerome Fitzgerald seemed desperate to find at least one spark of hope, but the best he could do was note a few subjects that inched up from C- to C or D to D+. Not good enough to sustain a growing country, crying out for qualified Bahamians.
 
Although Mr Fitzgerald was not concerned about the national average, he was concerned that youth leaving grade 12 were not “functionally literate or numerate”.
 
Mr Fitzgerald said that such a situation was a major concern to him, and his ministry. Of more importance, however, is the major concern for this country.
 
With incompetents leaving school, and draconian Immigration laws, government can talk about major investors coming in, but how are they to operate without a qualified labour force? Is the Bahamas to tread water until its citizens measure up, or is someone going to make the Immigration Ministry aware of the realities of its labour force, and the urgent need to supplement it with more qualified people of whatever nationality. The private schools cannot keep businesses supplied with the staff they need, public schools will have to start pulling their weight.
 
“Our concern,” said the Education Minister, “is that 30 per cent continue to fall through the cracks and not do well – that’s at the BJC level. By the time they get to the BGCSE level, we have, what we know, is almost 50 per cent of students who leave only with a leaving certificate – which means they don’t meet the requirement to graduate.”
 
All this certificate means is that each morning they walk through the front door, shout “present” when their name is called, and each afternoon they leave through the back door. In the interim, they fail to take any education with them. In other words, that certificate is only their attendance record.
 
These are the young people the country should worry about. They apply for a job, a worthless certificate in hand, as proof of qualifications. When turned down, they complain that they are being discriminated against — a foreigner is filling the post. The tragedy is that these students believe that this worthless piece of paper is a door opener to any job they might desire. It seems they are the only ones who don’t know that it might have been smarter to have left their certificate at home, and try to charm their way through an office door on “mother’s wit”.
 
At one time, we had good teachers — both Bahamian and foreign, but more foreign, because in certain subjects there were not enough Bahamians — sometimes there were none.
 
And then the Immigration crunch came. Foreign teachers were no longer recruited so that Bahamians who were qualifying in education could be accommodated. Some of these were good, some were mediocre, but others, as in all walks of life, just did not cut the mustard. Regardless, however, they entered the classroom.
 
With these unacceptable results, the first consideration has to be the teachers. Are they of the calibre to inspire the children to learn? Are they truly dedicated teachers who have a real interest in the success of their students, or are they clock watchers who are just treading water?
 
Then one has to look at the size of the classroom and the calibre of students being mixed together. Are the academic students being held back by others who would prefer learning a trade? If so, then these classes in fairness to both types of students should be divided — one concentrating on academics, the other on whichever skills a student might have a bent for.
 
The curriculum has also to be studied to make certain that it is wide enough to graduate an educated person. Reading, reading and more reading on a variety of subjects – including the history of these islands – should be encouraged. And high on the list, Ethics should be taught in all schools, as well as the duty of a good citizen.
 
And finally, those who make immigration decisions for schools and businesses have to be more realistic and not hold the country back to accommodate their idealistic dreams of what the work force should be, but is not.
 
Between poor school results and an immigration department out of tune with the needs of the country, the Bahamas faces an uphill struggle.

The Latin phrase “Vox Populi, vox dei” when translated to English means that “the voice of the people is the voice of God”.  This phrase is commonly attributed to voting and was most notably used by Sir Lynden Pindling after conceding the Progressive Liberal Party’s defeat of the 1992 general election. Today, the same holds true; however, Bahamians ought to realize that their voices carry power not only during election time every five years, but at all times.  We must continue to discuss and encourage dialogue on matters of national interest in an attempt to influence and shape policy decisions.  Issues such as crime, education, healthcare, the diversification of our economy and immigration certainly stand out among others.

In my previous article, we explored the possible implementation of an amnesty program.  The merits of an amnesty program provide an incentive for undocumented immigrants to regularize their status, obtain temporary residence/work status or face immediate deportation in accordance with applicable Bahamian laws.  Further, once it is determined which individuals arrived in the country after a particular date, the government must make haste to deport such individuals back to their home countries immediately.  The primary obligation of any government is to protect its citizens and foster an environment in which its people can prosper.  It is imperative, therefore, for the government to make every effort to ascertain the number of illegal immigrants in the country, the skill-set of these individuals and how best they can contribute to the society.

Immigration, policy and the economy

An effective immigration policy in The Bahamas would be tied into the government’s education, investment and economic policies.  It is widely known that while Haitians are not the only demographic of individuals who constitute the illegal immigration population in The Bahamas, they make up the vast majority.  It is estimated that approximately 66 percent of Haitians in the Republic of Haiti work in the agriculture sector.  They are particularly engaged in subsistence farming, which contributes to about one third of Haiti’s gross domestic product.  During a hearing before the Senate Foreign Relations Committee in 2010, former United States President Bill Clinton expressed his regret of having oversight of trade policies that caused the demise of Haiti’s rice farming during his term in office.  In what he termed a “devil’s bargain”, the U.S. forced Haiti to reduce tariffs on imported subsidized U.S. rice.  The demise of rice farming in Haiti has been attributed to the aforesaid policy and arguably hindered Haiti’s ability to become self-sufficient.  There is no doubt that this policy has also had a direct and negative impact on The Bahamas and other developing countries within the region that are not self-sufficient today.  Indirectly, it can be argued that this policy also contributed to the increased migration of Haitian nationals to The Bahamas in search of economic security.

Bahamians understanding the fragility of the cyclical tourism and financial services industries have been advocating for years that the government provide more incentives for the development of the agricultural sector in an attempt to expand the industry and diversify our economy.  An expansion of the agricultural sector can provide thousands of jobs and move us toward self-sufficiency and some form of food security.  However, the widely held perception is that Bahamians are unlikely to engage in agriculture on a grand scale.  While that may or may not be true, what is clear is that we can utilize the skills of Haitian migrants present in the country to develop the agriculture industry.  If two out of three Haitians are engaged in farming, it follows then that this expertise should be in The Bahamas.  A thriving agriculture industry can reduce our balance of trade deficit by reducing food imports and creating greater opportunities for exports.

Granting temporary work permits under a properly planned amnesty program for illegal immigrants can to a great extent ease the burden these individuals place on the public purse.  This no doubt currently drains our resources in areas such as education and healthcare without a substantial contribution to the Bahamian economy.  It is well-known that immigrants remit most of their funds to their home countries to assist their families back at home.  As a result, very little of what is made by the immigrant worker is spent within the Bahamian economy.  The implementation of a value-added or sales tax would assist in an immigrant worker’s contribution to government revenue in addition to work permit fees and national insurance contributions.

It would be an understatement to remark that Bahamian employers play a major role in the illegal immigration problem that exists in the country today.  Driven by the need to pay reduced wages to maximize profits and minimize expenses, many are inclined to hire an immigrant lacking the necessary documentation to engage in gainful occupation.  Economic immigrants usually weigh the cost of traveling to a country and being able to find work against being apprehended by the authorities. In a country like The Bahamas that is lax in enforcing its laws against illegal immigration, it is easy to see how this issue has spiraled out of control.  In addition to enforcing its laws regarding deportation, the government must also implement more stern penalties to discourage Bahamians from hiring illegal immigrants.  In France for example, the law prohibits the entry or irregular stay of an illegal immigrant.  If a French citizen is found guilty of harboring such individuals, they can face up to five years in prison and be fined €30,000.  The low-tolerance French government has also gone as far as implementing quotas to combat smugglers who profit financially from moving immigrants into, through and out of France.

The government must strengthen its patrols to minimize the entry of illegal immigrants to our shores.  More of the annual budget should be dedicated to providing the necessary resources to aid the Royal Bahamas Defence Force in its attempt to eradicate illegal activities on the perimeters of our borders.

Many have suggested that bases on our southern islands collectively known as MICAL can help to mitigate some of the problems we currently face in this regard.  The problem of illegal immigration is not unique to The Bahamas.  Hence, we must keep discussions on this issue going and learn from the mistakes and successes of other nations.  We need not reinvent the wheel but must conduct detailed research with a view to implementing a robust immigration policy.

THE Department of Immigration will resume illegal immigrant apprehension exercises on September 1 after a grace period for voluntary repatriation ends, said Foreign Affairs and Immigration Minister Brent Symonette.

In a statement released recently, the minister aimed to clear up the "confusion" over his ministry's repatriation and apprehension policies while maintaining that he has always been consistent in his remarks on the issue.

"There appears to have been some confusion relative to comments I made in an interview with the media on August 25 as to the time frame for the resumption of apprehension exercises of illegal immigrants from the Republic of Haiti or any other country," said Mr Symonette, who is also the Deputy Prime Minister.

"On August 16, I issued a statement noting: 'Persons who are found to be in the Bahamas illegally will be repatriated forthwith'.

"In the interest of allowing illegal immigrants who wished to leave immediately and voluntarily to do so, the government has allowed for a brief period of voluntary repatriation. That period will end on August 31. Apprehension exercises will resume as of September 1, consistent with my statement of August 16 relative to the resumption of such exercises.

Mr Symonette said his August 16 statement reminded the public of the government's long-standing policy with respect to illegal entry into the Bahamas.

"Having regard to the recent heightened infringement of Bahamas immigration law, notice is hereby given that with immediate effect, all illegal immigrants are requested to leave the Bahamas voluntarily.

"All persons who are here illegally are in contravention of the laws of the Bahamas, and are advised to return to their country of origin or be subject to apprehension and deportation.

"I also wish to recall the humanitarian decision of the Bahamas in suspending for a short period both apprehension and repatriation exercises following the devastating earthquake in Haiti in January of this year," said the August 16 statement.

Since a cataclysmic earthquake devastated Haiti's capital city, the Bahamas has resumed repatriation exercises for illegal immigrants from that country.

Over the past six months, 772 Haitian and 183 Jamaican nationals have been repatriated to the Republic of Haiti and Jamaica respectively.

THE government's appeal for all illegal immigrants to leave the country must be "substantive" or it will become a "joke", Bishop Simeon Hall warned yesterday.

Brent Symonette, acting Prime Minister and Minister of Foreign Affairs, recently ordered all illegal immigrants residing in the Bahamas to voluntarily leave the country or face immediate deportation.

However, Bishop Hall, senior pastor of New Covenant Baptist Church, said the appeal must not only be given to Haitians and Jamaicans but also to Americans, Europeans and Chinese who he says have "corrupted the system by buying their stay here."

The bishop said: "All persons who compromise the immigration laws of the Bahamas must know that the majority of Bahamians are not prepared for them to have a free ride on the back of those who must work hard every day to build this country."

In the statement, Bishop Hall noted that "it is the government's responsibility to enforce all laws of the Bahamas, especially to protect our national sovereignty. Successive governments have promised during election time to deal with the overwhelming problem of illegal immigration in the country, yet it remains a vexing situation."

Bishop Hall also claimed that illegal immigrants would not be in the country in such high numbers without the "complicity of some corrupt persons in authority."

He added: "Illegal immigrants have corrupted many agencies in our Bahamas and this pronouncement by the Minister must have teeth or it becomes laughable."

More than three years after it was appointed to review the Bahamas Constitution and make recommendations for change, the Constitution Commission yesterday presented its report to Prime Minister Perry Christie, which states that there is widespread support among the Bahamian people to limit the powers of the nation’s leader.


"By and large people felt the enormous powers of the prime minister, whether real or perceived, had to be limited without affecting the prime minister’s authority," the highly-anticipated report states.


"It was their view that there should be greater opportunity for the involvement of civil society before the exercise of executive power."


Former Attorney General Paul Adderley, who chairs the Commission with Queen’s Counsel Harvey Tynes, said the initial report will be widely circulated and the Commission will then draft final recommendations, which will be presented to the prime minister.


"We’re only half way through the process now and [we hope] that by the end of the day we have a general agreement in The Bahamas," said Mr. Adderley, who noted that the Commission received strong response from Family Islanders in particular during its consultations.


Prime Minister Christie, meanwhile, foreshadowed that there will have to be a referendum so that Bahamians could decide what changes they want to see to their constitution.


"At some stage we are going to go to the people on a referendum," Mr. Christie said.  "The lesson of this country is that when we do that we must have exhausted every opportunity we have now for consultation; that must never be an issue again, whether or not we have consulted sufficiently."


The prime minister was referring to the failed referendum of February 2002, during which time the Bahamian people overwhelmingly rejected the Ingraham Administration’s move to have changed certain provisions of the constitution, including those to do with citizenship.


Mr. Christie, who appointed the Commission on December 23, 2002, mandated it to carry out a comprehensive review and make recommendations that would strengthen fundamental freedoms and civil and political rights of the individual, and critically examine the structure of the executive authority.


In its preliminary report, the Constitutional Commission wrote that there were many criticisms leveled at the devotion to duty provided by some members of parliament, and many persons expressed the view that there should be some system for penalizing or recalling delinquent representatives.


Generally, the report states, there was not any great dissatisfaction with the basic system of parliamentary democracy and the two-chambered parliament.


However, there was reportedly widespread agreement with the need for reform of the Senate to make it a more mature representative body with membership drawn from broader segments of the community.


"Many persons expressed the view that the Senate should be an elected body," the report states, "but without altering its powers; others felt that some senators should have security of tenure."


It also says that the early town meetings of the commission held in New Providence and the Family Islands were dominated by a discussion on the preamble to the constitution and there was unanimous support for retaining the preamble in its current form.


The preamble, which is the section at the beginning of the constitution explaining the reasons for its enactment and its objectives, points to self-discipline, industry, loyalty, unity and an abiding respect for Christian values and the rule of law as being vital to guaranteeing the freedom of Bahamians.


Weeks after the appointment of Sir Arthur Hanna as the queen’s representative in The Bahamas, the report reveals that there were mixed feelings about the retention of the Queen of England as Queen of The Bahamas and head of state of The Bahamas.


It notes that there was a significant number of persons who expressed no opinion on the institution of monarchy; there were others who were of the opinion that the status quo should remain, while others were of the view that this link to the British Monarchy was inconsistent with Bahamian independence and sovereignty and should be severed while preserving membership with the Commonwealth of which queen is symbolic head.


The Commission recommends that the English Monarch shall no longer be the head of state of The Bahamas and the office of governor general be abolished.


The report also says that there was a common concern that the government did not have command of the immigration situation, and most people thought to some degree this was linked to the state of the citizenship and immigration laws.


"In particular, there was concern over the status of children born in The Bahamas to non-Bahamian parents," the report adds.


The Commission also reported that a large number of Family Island persons resonated a call for greater autonomy in local government and for the constitution to specify the relationship between the central and local government.


"A realistic study of the governmental needs of the more developed islands and the less developed should be undertaken," the report says.
