The Bahamas - A Nation in Crisis: A Roadmap for Economic Recovery, Debt Reduction, and National Development in The Bahamas

The Bahamas, once a leading economic force in the Caribbean, is now at a critical juncture.  The national debt has ballooned, competitiveness has waned, and global competitors, like Bermuda, have overtaken The Bahamas in key sectors such as captive insurance and financial services.  This situation poses serious risks for the nation's future stability, especially considering the lack of financial buffers to withstand natural or economic disasters.


The time for comprehensive reform is now.  The Bahamas must act decisively to address issues in immigration, inland revenue, financial regulation, and urban development, while leveraging examples from countries like Singapore, India, and Jamaica that have successfully implemented similar reforms.  Through bold and innovative measures, The Bahamas can reduce its debt, foster economic growth, and build a resilient future for all Bahamians.


1. Commendation for Inland Revenue and Insurance Sectors


The Inland Revenue Department and insurance sectors are integral to the financial stability of The Bahamas.  Their recent progress in collecting taxes and generating revenue has been commendable, but more must be done to ensure efficiency and sustainability.  The reliance on contract workers, many of whom lack adequate training, has been a challenge.  By transitioning these workers to permanent roles and providing formal training that includes a minimum C grade in Math and English, the government can create a stable and efficient workforce capable of driving tax collection efforts (Bahamas Ministry of Education, 2021).


This initiative must be paired with an increase in the minimum wage to ensure that workers are fairly compensated, thereby boosting morale and increasing consumer spending.  Such measures will help alleviate economic challenges while promoting greater stability in the workforce.


2. Addressing National Debt and Economic Competitiveness


The Bahamas faces a crippling national debt, which as of 2020, had exceeded 103% of GDP (Central Bank of The Bahamas, 2021).  If not addressed, this debt will hinder the country’s ability to invest in critical sectors like infrastructure, education, and healthcare.  Countries like Norway and the UAE have successfully mitigated such risks by creating sovereign wealth funds, which serve as financial buffers during times of crisis.  Establishing a similar fund in The Bahamas could provide a safety net in the event of natural disasters or economic downturns.


Additionally, The Bahamas must reform its financial services regulations to remain competitive on the global stage.  Bermuda’s rise as a global leader in captive insurance is a direct result of its business-friendly regulatory environment.  The Bermuda Monetary Authority has created a balanced regulatory framework that encourages innovation while maintaining compliance, thus attracting international businesses (Bermuda Monetary Authority, 2020).  The Bahamas must take similar steps to regain its competitive edge.


3. Leveraging Customs Instruments and Targeted Taxation for Revenue


To boost national revenue, The Bahamas can implement a sugar tax or similar levies on unhealthy products such as sugary drinks and fast food.  This model has been successful in New York City, where taxing sugary beverages and junk food has raised revenue and improved public health outcomes (New York City Department of Health, 2019).  Such taxes in The Bahamas would target large multinational companies, such as McDonald’s, and provide funds that can be reinvested into critical areas like healthcare, education, and sports development.


Revenue from these taxes should also be allocated toward developing youth programs, supporting social services, and funding national initiatives that promote health and well-being across the country.


4. Reforming Immigration Policies for Nation Building and Economic Development


The Bahamas’ current immigration policies are too restrictive and limit the country’s ability to attract skilled professionals, entrepreneurs, and digital nomads.  Countries like Canada and Singapore have implemented practical immigration policies that bring in skilled workers who contribute to their economies (Canadian Immigration and Citizenship, 2020).  The Bahamas should follow this model, easing immigration restrictions to attract multinational companies (MNCs) and skilled workers who can drive economic growth.


Additionally, undocumented immigrants who are currently part of a parallel economy should be brought into the formal system.  Legalizing their status would allow them to contribute to tax revenues and reduce the strain on public services, while also enhancing national security.  Immigrants are a crucial part of nation-building, and The Bahamas must capitalize on their potential to stimulate economic growth.


5. Implementing a Regulated National Lottery for Systematic Revenue Generation


A regulated national lottery could provide a valuable source of revenue for The Bahamas, funding essential sectors like sports, education, and social services.  Countries such as Barbados and the United Kingdom have used national lotteries to generate significant revenue for national development initiatives (Barbados National Lottery Report, 2020).  Implementing a similar system in The Bahamas would reduce the national debt and provide consistent funding for key public services.


By regulating the lottery, The Bahamas can ensure that funds are allocated systematically, with a focus on youth development, national sports programs, and education.  This will not only alleviate debt but also foster national pride and engagement.


6. Revamping Banking Regulations for Entrepreneurs and Business Development


The Bahamas' banking regulations are currently too restrictive, making it difficult for entrepreneurs and small businesses to access capital.  To support entrepreneurship and stimulate economic growth, the government must implement banking legislation that simplifies access to loans and financing for startups and small businesses.


Countries like India have successfully implemented banking reforms that support small and medium-sized enterprises (SMEs), which are vital to their economy.  By adopting similar reforms, The Bahamas can foster a business-friendly environment that encourages innovation and investment (Government of India, 2020).  Additionally, exchange control policies should be modernized to attract foreign direct investment (FDI), as investors are more likely to bring capital into a country where financial regulations are transparent and flexible (IMF, 2021).


7. Revitalizing Downtown Nassau and Developing Special Economic Zones (SEZs)


Downtown Nassau is in dire need of revitalization.  The area’s colonial architecture is deteriorating, and the lack of modern infrastructure has made it difficult to attract multinational corporations (MNCs) and tourists.  By redeveloping Bay Street into a modern economic hub, The Bahamas can attract global businesses and create jobs for local residents.  This redevelopment should focus on creating a dynamic space for local businesses and international companies, driving economic activity and tourism.


Additionally, The Bahamas should establish Special Economic Zones (SEZs), similar to those in Dubai and Singapore, offering tax incentives and regulatory relief to attract foreign companies and investors.  SEZs can serve as innovation hubs for technology, finance, and entrepreneurship, positioning The Bahamas as a competitive player in the global economy (Government of Singapore, 2020).


8. Strengthening the National Accreditation and Equivalency Council of The Bahamas (NACoB)


The National Accreditation and Equivalency Council of The Bahamas (NACoB) is responsible for ensuring that the country's educational institutions meet international standards.  However, NACoB requires reform to ensure that it is staffed by individuals with the necessary academic and professional qualifications to maintain ISO quality standards.


Countries like Jamaica have successfully implemented educational reforms by appointing qualified professionals to lead their accreditation bodies, ensuring that institutions are held to high standards (Government of Jamaica, 2019).  The Bahamas should adopt a similar approach to strengthen NACoB and ensure that the country's educational institutions are globally competitive.


9. Establishing Planning Commissions for Sustainable Development


The Bahamas must establish Planning Commissions modeled after those in India and Singapore to ensure long-term sustainability and development.  India’s NITI Aayog, for example, serves as a central policy think tank that drives economic growth and development (Government of India, 2020).  Similarly, Singapore’s Economic Development Board plays a crucial role in shaping the country’s economic policies, ensuring that Singapore remains competitive globally (Government of Singapore, 2020).


The Bahamas should establish independent planning commissions tasked with setting national growth targets, managing resource allocation, and evaluating the performance of government departments.  These commissions must be free from political interference and staffed by professionals who understand global best practices in policy development.


10. Conclusion: A Call for Introspection, Reform, and Nation Building


The Bahamas stands at a pivotal moment in its history.  Faced with mounting national debt, declining competitiveness, and an outdated regulatory framework, the country must undertake comprehensive reforms to secure its future.  The examples set by Singapore, India, Bermuda, and Jamaica show that transformation is possible with visionary leadership, practical policies, and a commitment to nation-building.


By reforming immigration policies, modernizing banking regulations, strengthening inland revenue, and implementing a regulated national lottery, The Bahamas can create a more competitive business environment, reduce national debt, and foster long-term economic growth.  Moreover, the revitalization of downtown Nassau and the establishment of Special Economic Zones (SEZs) will attract international businesses and generate jobs, while reforms to NACoB will ensure that the country’s educational institutions meet global standards.


This is not just about economic reform; it is about building a better future for our children, grandchildren, and generations to come.  We must look inward, evaluate our strengths and weaknesses, and implement policies that ensure sustainable development and prosperity for all Bahamians.  Through visionary leadership, investment in human capital, and a commitment to global best practices, The Bahamas can emerge stronger, more resilient, and ready to take on the challenges of the 21st century.


The journey will not be easy, but it is necessary if we are to leave behind a Bahamas that is prosperous, peaceful, and prepared for the future.  We owe it to future generations to act now—together, we can build a nation that not only thrives economically but also serves as a beacon of hope and progress for the world.

The Bahamas Department of Immigration new policies regarding acceptance and processing of applications for Work Permits and Permits to Reside from the Republic of Haiti

The Bahamas Department of Immigration announces changes to policies regarding acceptance and processing of applications for Work Permits and Permits to Reside from the Republic of Haiti

In light of recent instability involving the Haitian Government in Haiti, the Government of The Bahamas has made decisions that will affect migrants from Haiti, said Minister of Labour and Immigration the Hon. Keith Bell during a press conference at the Ministry of Labour Friday, January 27, 2023.

“Existing and new Permit to Reside applications for Haitian citizens will only be considered on a case-by-case basis and approval will only be granted in the most exceptional circumstances.

“No new Work Permit applications for Haitian citizens will be processed until such time as revised protocols are introduced to verify and authenticate documents issued by the Haitian government and the Haitian national police,” Minister Bell said.

“All existing work permits, applications and renewals for work permits will be subjected to the most vigorous review and scrutiny.  Applicants should note that as a consequence, the time frame for the processing and determination of such applications will be impacted.”

“The government of the Bahamas is resolute in its commitment to protect its borders and enforce its immigration laws,” Minister Bell said.  “If you have information of breaches to the immigration laws, please contact the Department of Immigration and information can also be forwarded via the Department’s website at www.immigration.gov.bs under the tab ‘contact us!'”

“On Thursday, the 26th January, 2023,” Minister Bell said, “the Haitian National Police paralysed Port-au-Prince, Haiti by blocking streets and forcing their way into Haiti’s main airport.  Reports indicate that the officers also attacked Haiti’s Head of Government Ariel Henry’s official residence. Roads in several cities in the North of Haiti were blocked by protesters.  Yesterday’s protest by the Haitian National Police followed the departure from office of Haiti’s last remaining Senators and represents a further decline in the functioning and stability of the Haitian Government.”

Last evening, Prime Minister and Minister of Finance the Hon. Philip Davis ordered an immediate involuntary departure from Haiti of all Bahamian diplomatic personnel as soon as security conditions permit.

The Bahamas maintains a strict regulatory framework for the review and processing of all immigration applications.  This process requires each applicant to produce various reports and certifications from their home countries. A key report is a character certificate from local police authorities to confirm any criminal history of an applicant.

Additionally, in many instances, the Department of Immigration may require applicants to attend the Bahamian Embassy or Consulate in the applicant’s home country when immigration officials require enhanced verification.

In response to yesterday’s events, the Department of Immigration hereby advises the public of changes to its policies concerning the acceptance and processing of applications for Work Permits and Permits to Reside from the Republic of Haiti.

Illegal Immigration Issues In The Bahamas
Nassau, The Bahamas - 22nd January 2023 - Earlier today, Immigration officials were notified that a vessel carrying 396 unlawful entrants from the Republic of Haiti was intercepted in the vicinity of Cay Sal by the United States Coastguard. 

The Ministry of Health’s surveillance team has been notified and the customary screenings will be conducted. 

In anticipation of an increase in migrant interceptions, last month the Department of Immigration in collaboration with the Royal Bahamas Defence Force completed work on a temporary processing and detention facility in Inagua.  This facility can temporarily house in excess of 800 persons. 

The intercepted migrants are presently en route to Inagua where they will be handed over to Defence Force and Immigration personnel.  Additional officers and supplies will be provided by HMBS Lawrence Major which was dispatched from the Defence Force Coral Harbour Base this afternoon. 

Through its law enforcement agencies and international partners, The Bahamas Government continues to work assiduously and continually to address the irregular migration problem.  The Department of Immigration is working with the Ministry of Foreign Affairs to ensure that the intercepted migrants are repatriated as quickly as possible. 

The Bahamas maintains an organised system to allow for the lawful entry and orderly processing of applications for lawful entry into The Bahamas.  This is the only process by which persons should enter The Bahamas.  Persons entering or remaining in The Bahamas outside our laws will be returned to their home countries. 

A further update will be provided to the public as soon as more details become available.

FREEPORT, Grand Bahama – Minister of Foreign Affairs and Immigration, the Hon. Frederick Mitchell said Thursday that he was deeply concerned about the talk of immigration roundups.

Mr. Mitchell made it clear that “there is no such creature” and that the Department of Immigration has as it always has done, immigration checks on a daily basis.

“There was nothing unusual about Saturday’s events save for the fact that someone decided to spin propaganda to discredit what is being done on a daily basis.

“All of us must be careful not to be hornswoggled and psychologically manipulated by video images that do not tell the truth,” the Minister stated.

His comments came as he addressed a graduating ceremony for Class of 2014, Squad A at the Gerald A. Bartlett Complex in Freeport, Grand Bahama on Thursday evening.

Ten new Recruits, who underwent some four months of training in Grand Bahama joined the ranks of the Bahamas Immigration Department.  Only one day prior, a similar ceremony was conducted in New Providence where some forty young Bahamians were welcomed into the Department. The graduation ceremony in Freeport is believed to be a first for that island and the first outside of New Providence.

Focusing on the latest Immigration exercise as it related to children, the Foreign Affairs and Immigration Minister said that the truth is those children were abandoned by their parents and paroled to a responsible adult within two hours of their being secured by Immigration Officers.

“That is the truth.  But there is an axiom: never let the truth interfere with a good story.  Or don’t bore me with the facts; I have made up mind,” the Minister suggested.

Further, he informed that there are five children who still await the return of a responsible adult, but in the meantime their care is superintended by the Department of Social Services.

Additionally, he pointed out that the third set of children who were in fact housed at the Detention Centre, some 35 of them, came with their parents from Haiti on boats stopped on the seas over the past weeks.

“They had no previous known connection to The Bahamas.  They were repatriated to Haiti on Tuesday,” he advised.

Continuing in his remarks to a large gathering attending the colourful ceremony, serenaded by the the Royal Bahamas Police Force Band, Mr. Mitchell added that the practical fact is that parents who enter the country illegally and are detained may protest their children being kept in separate facilities from them.

“So some accommodation may have to be made for the children in the Detention Centre to stay with their parents, given the sensitivities some have about children in the Detention Centre,” he said.

Mr. Mitchell also admitted speaking with his friend Mr. Joe Darville of the Grand Bahama Human Rights Association.

“I just wanted to make sure we are on the same page.  This is not 1986 and the Department of Immigration carried out no raid or roundup.

“In any event, I am hoping that that nomenclature is banned forever from our lexicon.  I said in another context that we round up animals not human beings,” he said.

He also pointed out that from the time he became Minister of Foreign Affairs and Immigration, he said that enforcement of Immigration rules would be consistent and continuous.

“I did not need to be involved in the Department’s operation matters.  My role is a policy one. I have stuck to that. Each day since I have been Minister, Immigration across the country, has been enforcing the law. So what happened on Saturday last was no extraordinary event.

“Those who seek to make it that are perpetrating a falsehood. The checks will continue. That is what Immigration does,” the Minister stated.

Mr. Mitchell also expressed some concerned about the pace of immigration processing at the Lynden Pindling International Airport.

“This is becoming a vexing problem for the tourism product and we have attempted over the past year to fix this problem but it remains stubbornly persistent.  I am examining again methodologies to deal with this in the short term.

“In the long term we are asking the Government to invest in new border management control systems which will make processing faster at the border and introduce biometrics and Interpol checks.  However, we as always are cognizant of the shortage of resources,” he stated.

The Member of Parliament for the Fox Hill Constituency, Mr. Mitchell also made it clear that the Immigration Policies are simple, clear and in the best interest of every citizen of The Bahamas and every resident who lives here.

“There are for the peace and good order of The Bahamas.  So I urge everyone, friend and foe alike to take a deep breath, slow down, be calm and simply comply with the rules.  Life is good believe me.

“1st November was not an end but a beginning.  If there are issues that arise you all know that you have the most accessible government in the world. We are as democratic as a drawbridge, accessible and consultative to a fault,” he stated.

Mr. Mitchell also took the opportunity to remind the public that they have also indicated that they would wish to introduce a national identity card. 

The Minister also expressed that in the new realities, immigration is no longer a simple Bahamianization proposition but it is still Bahamians first.

“It is our job to monitor compliance with our immigration regulations.  We will be vigilant. In today’s environment, security is paramount for the state and our international partners need to know that we have best practices in security arrangements. Part of this is who belongs to The Bahamas and who has the right to live here,” he said.

Further, he advised that Grand Bahama has peculiar problems and that it has become a staging area for people from South America and the Far East and Africa to enter the United States using safe houses on the island.

He said special operations are conducted by the Department in this city to put a stop to this, and there will be operations of a covert nature to catch these criminals.

“The laws are going to be toughened and the regulations are going to be stricter.  If you want a safer Bahamas that is part of the larger price that we have to pay.  We all pledge to work together with civil society so that we understand the processes and our thinking,” he stated.

He also reminded the new recruits that Immigration will be called upon by our citizens to ameliorate the ill effects of so many things, one of which are the issues of the world economy.

“There is a limited amount that we can do but we have an obligation to act within our sphere of competency.

“That means that where people from the north of us come masquerading as visitors but being gainfully employed as property managers, as bankers and as salesmen, we must ensure that the rules apply to them as they do to gardeners, maids and handymen.

“The criticism that you will receive will not always be logical but you must hold your head and work in a directed and focused manner. You will hear all sorts of drivel.  Your integrity will be attacked but hold your head,” he stated.  (BIS Photos/Vandyke Hepburn)

In a country like The Bahamas that is lax in enforcing its laws against illegal immigration, it is easy to see how this issue has spiraled out of control... ...In addition to enforcing its laws regarding deportation, the government must also implement more stern penalties to discourage Bahamians from hiring illegal immigrants

The immigration fiasco pt. 2

The Latin phrase “Vox Populi, vox dei” when translated to English means that “the voice of the people is the voice of God”.  This phrase is commonly attributed to voting and was most notably used by Sir Lynden Pindling after conceding the Progressive Liberal Party’s defeat of the 1992 general election. Today, the same holds true; however, Bahamians ought to realize that their voices carry power not only during election time every five years, but at all times.  We must continue to discuss and encourage dialogue on matters of national interest in an attempt to influence and shape policy decisions.  Issues such as crime, education, healthcare, the diversification of our economy and immigration certainly stand out among others.

In my previous article, we explored the possible implementation of an amnesty program.  The merits of an amnesty program provide an incentive for undocumented immigrants to regularize their status, obtain temporary residence/work status or face immediate deportation in accordance with applicable Bahamian laws.  Further, once it is determined which individuals arrived in the country after a particular date, the government must make haste to deport such individuals back to their home countries immediately.  The primary obligation of any government is to protect its citizens and foster an environment in which its people can prosper.  It is imperative, therefore, for the government to make every effort to ascertain the number of illegal immigrants in the country, the skill-set of these individuals and how best they can contribute to the society.

Immigration, policy and the economy

An effective immigration policy in The Bahamas would be tied into the government’s education, investment and economic policies.  It is widely known that while Haitians are not the only demographic of individuals who constitute the illegal immigration population in The Bahamas, they make up the vast majority.  It is estimated that approximately 66 percent of Haitians in the Republic of Haiti work in the agriculture sector.  They are particularly engaged in subsistence farming, which contributes to about one third of Haiti’s gross domestic product.  During a hearing before the Senate Foreign Relations Committee in 2010, former United States President Bill Clinton expressed his regret of having oversight of trade policies that caused the demise of Haiti’s rice farming during his term in office.  In what he termed a “devil’s bargain”, the U.S. forced Haiti to reduce tariffs on imported subsidized U.S. rice.  The demise of rice farming in Haiti has been attributed to the aforesaid policy and arguably hindered Haiti’s ability to become self-sufficient.  There is no doubt that this policy has also had a direct and negative impact on The Bahamas and other developing countries within the region that are not self-sufficient today.  Indirectly, it can be argued that this policy also contributed to the increased migration of Haitian nationals to The Bahamas in search of economic security.

Bahamians understanding the fragility of the cyclical tourism and financial services industries have been advocating for years that the government provide more incentives for the development of the agricultural sector in an attempt to expand the industry and diversify our economy.  An expansion of the agricultural sector can provide thousands of jobs and move us toward self-sufficiency and some form of food security.  However, the widely held perception is that Bahamians are unlikely to engage in agriculture on a grand scale.  While that may or may not be true, what is clear is that we can utilize the skills of Haitian migrants present in the country to develop the agriculture industry.  If two out of three Haitians are engaged in farming, it follows then that this expertise should be in The Bahamas.  A thriving agriculture industry can reduce our balance of trade deficit by reducing food imports and creating greater opportunities for exports.

Granting temporary work permits under a properly planned amnesty program for illegal immigrants can to a great extent ease the burden these individuals place on the public purse.  This no doubt currently drains our resources in areas such as education and healthcare without a substantial contribution to the Bahamian economy.  It is well-known that immigrants remit most of their funds to their home countries to assist their families back at home.  As a result, very little of what is made by the immigrant worker is spent within the Bahamian economy.  The implementation of a value-added or sales tax would assist in an immigrant worker’s contribution to government revenue in addition to work permit fees and national insurance contributions.

Added resources

It would be an understatement to remark that Bahamian employers play a major role in the illegal immigration problem that exists in the country today.  Driven by the need to pay reduced wages to maximize profits and minimize expenses, many are inclined to hire an immigrant lacking the necessary documentation to engage in gainful occupation.  Economic immigrants usually weigh the cost of traveling to a country and being able to find work against being apprehended by the authorities. In a country like The Bahamas that is lax in enforcing its laws against illegal immigration, it is easy to see how this issue has spiraled out of control.  In addition to enforcing its laws regarding deportation, the government must also implement more stern penalties to discourage Bahamians from hiring illegal immigrants.  In France for example, the law prohibits the entry or irregular stay of an illegal immigrant.  If a French citizen is found guilty of harboring such individuals, they can face up to five years in prison and be fined €30,000.  The low-tolerance French government has also gone as far as implementing quotas to combat smugglers who profit financially from moving immigrants into, through and out of France.

The government must strengthen its patrols to minimize the entry of illegal immigrants to our shores.  More of the annual budget should be dedicated to providing the necessary resources to aid the Royal Bahamas Defence Force in its attempt to eradicate illegal activities on the perimeters of our borders.

Many have suggested that bases on our southern islands collectively known as MICAL can help to mitigate some of the problems we currently face in this regard.  The problem of illegal immigration is not unique to The Bahamas.  Hence, we must keep discussions on this issue going and learn from the mistakes and successes of other nations.  We need not reinvent the wheel but must conduct detailed research with a view to implementing a robust immigration policy.

Many Bahamians were offended and outraged by the remarks made by President Michel Martelly of the Republic of Haiti during his recent visit to The Bahamas.  During his time here, Martelly paid courtesy calls on the governor general, the prime minister, the leader of the opposition and individuals of Haitian heritage, albeit not in that order.

Martelly’s visit came as a shock to the majority of Bahamians who had been unaware of his impending visit to The Bahamas.  Our prime minister indicated during a press conference held on February 11, 2012, four days after Martelly’s initial arrival that The Bahamas government had not invited Martelly, but rather he had been notified by the Ministry of Foreign Affairs on Saturday February 4, 2012, a non-working day, that Martelly intended to stop in The Bahamas en route to Mexico.  It was later confirmed that very day that Martelly would remain a day and a night in The Bahamas.  In fact, the president arrived in The Bahamas on the evening of February 7 and departed on February 8, 2012.

It seems fair to say that The Bahamas government erred by not officially informing the Bahamian people that Martelly would make an official visit to The Bahamas.  The president had left Haiti to visit Venezuela and Panama where he was expected to remain two days each in both countries from February 3 to February 7.  Martelly traveled to Venezuela to attend the 11th Summit of the Bolivarian Alliance for the Americas (ALBA) and to Panama to discuss matters pertaining to Haitians living in Panama and the delivery of visas to Haitians by the Panamanian government.  It is reported that on short notice, Martelly decided to extend his travels to include the countries of The Bahamas and Curacao.

It is reported that the Haitian government issued a statement through its Ministry of Foreign Affairs informing the Haitian people of Martelly’s adjusted itinerary.  The question remains that if in fact our government had been aware of Martelly’s visit from Saturday February 4, why wasn’t the Bahamian public notified?  It is apparent that thousands of individuals of Haitian descent in The Bahamas had been duly informed as evidenced by the attendance at the Church of God’s auditorium.

During Martelly’s recent visit to Curacao, he was greeted at the airport by the prime minister of Curacao, Gerrit Schotte, and other dignitaries.  Subsequently the Haitian diplomatic envoy and Curacao dignitaries attended a meeting with persons of Haitian origin on the specific request of Martelly.  It is worth noting that nationals of Curacao were also present at the aforementioned gathering.  The national anthems of both countries were sung and Martelly made remarks in English when addressing the people of Curacao and in Creole when addressing the people of Haitian descent.  The actions of the Curacao government evidence an intention to unify relations between both countries as opposed to divide.  In light of the events that unfolded this week, it can be argued that the actions of The Bahamas government speak otherwise.  Bahamians would have been equally interested to hear the remarks of Martelly.

The normal course of protocol for an official visit from a head of state would have been to receive a formal written request from the Haitian Embassy in The Bahamas addressed to the chief of protocol suggesting dates for the visit, names of individuals with whom the head of state would like to meet and the purpose of the visit (i.e., the specific topics to be discussed).

The protocol department within the Ministry of Foreign Affairs (MOFA) would have determined availability and arranged the official itinerary of Martelly.  As mentioned, the details of President Martelly’s visit were confirmed on Saturday, February 4, 2012.  Martelly arrived in The Bahamas on Tuesday, February 7, 2012.  The Bahamas MOFA had the entire working days of the 6th and 7th to inform the Bahamian people of Martelly’s visit and his proposed itinerary, just as the Haitian MOFA did in Haiti.  Protocol and diplomacy appear to have escaped The Bahamas government on this matter which appears to have conducted protocol in reverse.

The reaction

The overwhelming consensus among Bahamians is that our prime minister’s response to the matter was unacceptable to say the least.  What is clear is that our prime minister appears to be out of touch with the concerns of his people.  Moreover, the silence of most members of Parliament on this issue leaves little to be desired in the face of the public discussion that has taken place on this matter.

The recent visit has sparked the age old conversation on illegal immigration in our country, particularly among Haitian nationals.  Haiti is a country that has been plagued by socio-economic and political instability.  The Caribbean Community (CARICOM) and the United States of America have primarily carried the burden of housing Haitian nationals in search of political asylum or refugee status.  There is no doubt that CARICOM members would welcome trade opportunities with Haiti that will be mutually beneficial for our nations.  A healthy and prosperous Haiti is in the best interest of all; The Bahamas included.

Nevertheless, the matter of illegal immigration in our country must be addressed by the government.  It is wrong for Bahamians and parliamentarians to gloss over this issue of illegal immigration and allege that Bahamians are discriminative, racist and prejudiced in an attempt to silence Bahamians on this matter.  Bahamians are generally welcoming people and recognize the contributions that foreigners make to build this country.  However, this fact cannot be confused with the importance of enforcing Bahamian laws on illegal immigration.  It is worth noting that other countries such as Jamaica and Barbados are also faced with the same challenges.

Many CARICOM countries already find it difficult to meet budget requirements with their limited resources and constrained revenue sources.  Many have shared in the burdens of Haiti’s socio-economic and political instability through increased illegal immigration.  Many have also provided aid and assistance to the government of Haiti over the years.

The Haitian presence

In The Bahamas, there is a gray area that is expanding and will continue to have a vast impact upon our socio-economic position if we do not address the matter with expediency.  There are so-called ‘shantytowns’ existing all over New Providence and throughout the Family Islands that successive governments have failed to clean up.  Allegedly illegal immigrants of Haitian descent occupy Bahamian land free of charge, their children attend Bahamian public schools and they also utilize healthcare services.  Bahamian taxpayers’ funds make it possible for government-run entities to function.  In this sense, Bahamians believe they have every right to speak on the matter of illegal immigration and the effects it has upon Bahamian society.

Separate and apart from migrants that came here illegally, there are a group of dispossessed individuals who are aware of the fact that they have a constitutional right and are being overlooked.  These individuals were born in The Bahamas and in most cases educated here.  We must do our best to regularize such individuals.  As long as the constitution provides the means, the constitutional right of this group of individuals should be honored without delay.  What The Bahamas government must be careful not to do is to impose upon the Bahamian people the extreme liberal policy that Martelly is suggesting regarding our constitution in light of our very own economic position.  To grant individuals born in The Bahamas to non-Bahamians citizenship upon birth will most certainly open the floodgates for increased migration to The Bahamas.  Such a policy could negatively impact the preservation of the indigenous Bahamian population, who like the remainder of the Caribbean generally have a lower birth rate than Haitians.  For instance, The Bahamas has a population of approximately 350,000; Barbados, 280,000; Jamaica, 2.8 million; Dominica, 72,000 and Curacao, 142,000.  All of these countries, who together house a growing population of Haitians descendants, have not jointly accumulated the total population of Haiti, which is estimated to be 9.7 million.

More importantly and as a matter of urgency, The Bahamas government must ascertain the number of undocumented immigrants that exist in the country.  The Netherland Antilles launched an immigration amnesty program called the “Brooks Tower Accord” that provided for undocumented aliens in the Netherland Antilles to register themselves, receive temporary permits and therefore legalize their status.  The registration lasted for six weeks from November 3 – December 15, 2009.  The agreement covered three categories.  Immigrants who arrived before December 31, 2001 fell in Category I were able to apply for a permit on their own merit.  Immigrants who arrived between January 1, 2002 to January 1 2006, fell in Category II and required their employers to apply on their behalf.  Finally, immigrants who arrived after January 1, 2006 were not guaranteed regularization and would more than likely have to leave the country or be repatriated.  Whereas there is not a one-size-fits-all approach to addressing the illegal immigration problem, our leaders should explore programs of this nature in formulating a solution and a strategy to the way forward.

Bahamians must continue to discuss this matter in the attempt to move our leaders to make significant progress on illegal immigration.  We have elected successive governments to protect our borders, among other things, and they have been found wanting on the issue of illegal immigration. One thing is certain, we must continue to monitor the socio-economic and political position of Haiti to provide assistance where necessary.

BECAUSE of the high level of unemployment, the Department of Immigration decreased the number of work permits issued in 2011 by 24 per cent, Deputy Prime Minister and Minister of Immigration Brent Symonette said yesterday.

From January 1 to December 31, 2011, the Department of Immigration issued 7,091 work permits, 2,299 less than the 9,390 issued in 2010 and 1,025 less than 2009.

Mr Symonette revealed these statistics while answering questions posed to him by Opposition members in the House of Assembly.

"We are putting Bahamians first," Mr Symonette said.

"We are not issuing permits to foreigners for jobs Bahamians can do. The department has tightened its level of scrutiny on work permit applications and as a consequence 2,299 fewer permits were issued in 2011 than in 2010. Another reason for the decrease is a lot of the companies that were in the Bahamas are no longer here so their employees went with them. To say the economic downturn is the only reason is not entirely correct but it is one of the main reasons."

Of the 7,091 work permits issued last year 53 per cent or 3,793 were given to housekeepers and handymen - 1,671 and 2,122 respectively.

Mr Symonette said the reason for the high numbers is because Bahamians simply "don't want the jobs."

"More than half of the work permits went to non-skilled labour. Bahamians complain about the number of work permits we issue and the unemployment rate however they refuse to do the jobs. They think its menial and beneath them and they just won't do it. Well, you can't have your cake and eat it too," he said.

"A lot of Bahamian households have Jamaican maids and because Bahamian women rather apply to work in the hotel as housekeepers than in a home. Then you have a large category of Peruvian and Filipino live ins. These people require work permits. You have a large number of Haitian gardeners. I know one man who has had his work permit renewed 20 times because Bahamians just won't do the work."

Work permits for construction workers decreased by 53 per cent, from 565 in 2010 to 291 in 2011. Farm labourers also decreased significantly from 549 to 441. In fact, of the 24 categories of jobs that foreigners were granted work permits in 2011 all but eight saw decreases compared to the same period in 2010.

The categories where increases were seen are listed as follows:

* Cooks: 141 - 145

* Consultants: 51 - 89

* Guest Organisers: 49 - 64

* Maintenance Men: 49 - 59

* Presidents: 0 - 3

* Projects Mangers: 43 - 57

* Surveyors: 25-31

* Attorneys: 0 - 4

Mr Symonette said the government expects more declines in the issuance of voters cards with the introduction of the new training programme, which is designed to provide more Bahamians with skills for jobs now being done by non Bahamians.

Of the 7,091 work permits issued last year. 5,958 were issued on new tamper proof, electronic cards.

A STRONG "voters' block" made up of naturalised citizens is one reason successive governments have not taken a strong stance against the illegal immigration dilemma, said Opposition Leader Perry Christie yesterday.

The Progressive Liberal Party chief said when his party assumed office in 2002, it found an immigration policy in place that mandated that any immigrant who came to the Bahamas before 1985 would be afforded status but after 1985 government would be able to use its discretion on whether or not to regularise them. He said the PLP left this policy in place despite calls from the Haitian government to adjust this policy.

However, this policy has influenced subsequent immigration policy, he said.

"We have to recognise the pitfall of this in the execution of the policy. Once governments become frightened of the numbers of Haitians who have become Bahamians and who can vote. Therefore they have become an important voting block, so somewhere along the line the purity of the commitment to protect the Bahamas and its territorial waters is sort of merged to the fear of doing things that might cause you to lose an election.

". . .We allowed ourselves to be influenced too much by their presence as opposed to using our own commitment to convince and satisfy them that they are Bahamians, accepted as Bahamians, and that the programmes that we are offering them to close down illegal immigrants coming into our country are programmes as much in their favour as in any other Bahamian's favour.

"A will has to be developed," he said. "With developing it, there has to be an understanding on our part that the Haitian-Bahamian is in fact a Bahamian.

"And we must not be insecure in speaking to them as Bahamians and getting them to be a part of what we're doing because we're protecting the country for them.

"We are all in the same boat."

Mr Christie added that Bahamians have to realise that the country has been a melting pot of different nationalities for decades who must all be included in a national discussion on immigration policies.

He added that government must expend the same financial resources to the Royal Bahamas Defence Force, to allow it to properly man the country's borders, which was spent on the ongoing public infrastructure programmes.

"We have to do better, we have to do more and most certainly if God gives me the opportunity to form the next government of the Bahamas that is the kind of resolve that we will bring to governance and the kind of, I think, stiff application of policies that will take place," he added.

Mr Christie also took shots at Prime Minister Hubert Ingraham and National Security Minister Tommy Turnquest who, he said, disparaged him in the lead up to the 2002 election for not having a handle on the crime problem at the time.

"Now they rue the day they said that," said Mr Christie, noting the 87 murders recorded for the year and record breaking murder statistics which have happened under the Free National Movement's watch.

BRANVILLE McCartney is "pandering" to xenophobic fears over illegal immigration in an effort to gain the support of the country's voter base, said former Cabinet Minister George Smith.

His comments came after Mr McCartney said that he will fight to change the country's constitution so that children born here to illegal immigrants will not be eligible for Bahamian citizenship.

Mr McCartney, leader of newly formed third party the Democratic National Alliance, said he will advance a referendum on the issue if he is elected as the country's next prime minister, according to a local daily.

Under the constitution, persons who are born in the Bahamas to illegal immigrants have the right to apply for citizenship between their 18th and 19th birthday.

Mr Smith, a former Cabinet minister in the Pindling administration and one of the framers of the country's constitution, dismissed this as political pandering to illegal immigration fears.

"He's trying to pander to the xenophobia of many Bahamians who want to blame some of our social ills on people who by virtue of their circumstances find themselves in the Bahamas illegally. I think that places like (squatter settlement) Mackey Yard probably also compound it but the Bahamas has to (be) mindful that many of our ancestors have left the Bahamas and settled in other places and in some instances they settle illegally.

". . .But for the grace of God we would be like the Haitians," he added.

Mr Smith, former representative for Exuma, cautioned politicians not to fear monger for political traction.

"Political leaders should never pander to ignorance and people who are motivated by fear and this is probably what Mr McCartney - someone who I am fond of - is doing," said Mr Smith, in response to questions from The Tribune.

Instead, he said politicians should convene a non-partisan task force on constitutional reform after the dust settles from the next general election.

Yesterday Immigration and Deputy Prime Minister Brent Symonette said his former Cabinet colleague's latest stance is surprising. He claimed that this policy was never put forth by Mr McCartney while he served as junior immigration minister.

"When I looked at the newspaper I was amused that Mr McCartney would suggest that having been minister of state (of immigration) for a number of years and never recommended that. I'm following his immigration issues with amusement because I know that his views were not put forward (while he was in office).

"He and I had many discussions and he (was able to) put any proposal up to me and I would consider it and put it forward. I don't recall (that policy) coming from him when he was in office," said Mr Symonette.

Mr McCartney resigned from the Free National Movement earlier this year and left the Ingraham Cabinet last year.

Last week he told The Tribune that he quit as a Cabinet minister because his repeated efforts to address the country's immigration problems were "blocked" by "the man himself," Prime Minister Hubert Ingraham.

REPEATED efforts to address the country's immigration problems were "blocked" by "the man himself", Prime Minister Hubert Ingraham, claimed Branville McCartney, leader of the Democratic National Alliance (DNA).

Mr McCartney said he resigned as Minister of State for Immigration after Prime Minister Ingraham told him on "repeated" occasions that his efforts amounted to "grand-standing."

Mr Ingraham could not be reached for comment.

"When I resigned I said my hands are tied. We are being stagnated. My hands are tied. Those are the words I used. When you have persons telling you, 'no one told you to do this'; 'you did not get my permission to do that'. When you have persons ahead of you telling you that, what are you to do?" Mr McCartney asked.

"We do not have the political will to deal with this illegal immigration problem. We can deal with it, but we just need the political will. We won't eradicate it totally, but we can bring it down to a manageable level. The Free National Movement (FNM) does not have the political will to deal with it for some reason. Every time I tried to do things there was a problem," he said.

Mr McCartney said he had three key initiatives that were not supported in the FNM Cabinet. One initiative was a recommendation to amend the Immigration Act to make it an offence for Bahamians to "harbour illegals."

This amendment, he said, would place a greater burden of responsibility on land owners and landlords, as well as employers if they rented or leased to and employed illegal immigrants.

"That was something I had put forward and it was dismissed. That is not an offence in the Bahamas. I tried to put it by way of an amendment, but it was dismissed. The political will was not there. At the end of the day nothing came out of it," said Mr McCartney.

Asked if the amendment would open the way for discriminatory practices like Arizona-style profiling, Mr McCartney said, "No man."

"What is discriminatory if I say, I am not going to rent to you because you are here illegally. If you have a lease agreement, you can have that in there. You ought to confirm the status of your tenant. It is not discriminatory. I do not see how that comes into play. You ought to be in a position to say, 'Look, the law says I can be fined if I rent to someone illegally.' The onus ought to be on the landlords to make sure whoever they rent to is here legally," said Mr McCartney.

During his tenure at immigration, Mr McCartney said he also started a special unit to deal specifically with the problem of "shanty towns." The unit was cross-departmental, including representatives from the Ministry of Housing, the Attorney General's Office, Ministry of Works and the Ministry of Social Services, among others.

The unit was operational for under a year, leading up to Mr McCartney's resignation. During its time of operation, Mr McCartney said, he was "catching a lot of hell for it."

"The fact of the matter is, we started going into these shanty towns from a legal and humane basis, and we started the process of dealing with the elimination of these shanty towns. And then I was told I was grandstanding. My hands were tied. I subsequently resigned," said Mr McCartney.

At every step of the way, Mr McCartney said he met up "against a brick wall." It was no different, he said, when he launched a programme called "immigration watch" in 2009.

Although it was designed for implementation across the country, the programme targeted the southern end of New Providence, particularly the Marshall Road area, according to Mr McCartney, because that is where "a lot of boats come in."

Immigration watch was set up similar to a crime watch. Community members would assist the law enforcement agencies by participating in an "immigration watch." They would call the government agencies if they heard about illegal activity, or spotted incoming ships they believed were suspicious looking.

Mr McCartney said he was told "that is not a policy of the FNM and why am I doing that. I shortly after resigned. Everything I tried to do, they did not have the political will."

"I am not talking about doing it in an inhumane way. I am talking about doing it right. I am not talking about being discriminatory. I am talking about doing it right. Over and repeatedly I was told from the man himself that I was grand standing," said Mr McCartney.

Complicated deportation processes, fraudulent immigration documents and Bahamians harboring illegal migrants are just a few of the issues that continue to plague the Department of Immigration, Acting Prime Minister and Minister of Foreign Affairs Brent Symonette has said.

Symonette said when the 2010-2011 budgetary period closed at the end of June, the Carmichael Road Detention Center was populated by “a number of nationals” who are difficult to repatriate.

“In one case I think we had to pay $6,000 [or so] for the ticket to send that person home,” Symonette said at a press conference Thursday.

“We have a budget of $1,000,000 [or so]. Obviously a large percentage of that is [to repatriate] persons in the immediate area in the Caribbean. But we are seeing a number of Nigerians [and] a number of persons from the African continent coming in.

“[And those people] are very difficult to get home because they have to get visas for the countries that they pass through.”

Symonette said repatriating people to Cuba is also “a difficult issue.”

“If you’ve been outside Cuba more than 11 months, there comes some difficulty [with] deporting persons back to Cuba,” he said.

Symonette said even though the population at the detention center is relatively low at the moment, there is still a lot to be done to get those detainees home.

He also said that forged papers are continually submitted to immigration officials.

“I came across a file (Wednesday) with a letter written in [a particular] year that looked neater than this paper that was done (Wednesday),” said Symonette as he pointed to an actual immigration file.

“The stamps even felt wet. It’s a serious issue. Immigration reports them to police and then the police take over.”

He also noted that immigration officials continue to find Bahamians helping illegal immigrants evade the law.

“We may have to look at the laws regarding harboring of illegals and start charging people who harbor illegal immigrants,” he said.

No number of raids or repatriations will solve The Bahamas' immigration problem

The Bahamas and Haiti: Forty years of missed opportunities

When the African world needed a sign that its certain fate would not be decided by the interests of slave masters and colonial rulers, it was a group of disparate Africans on the island of Hispaniola, with the backing of their ancestors and the divine spirits, who rose to the occasion.

Empowered by a collective will they planted the seed in the African consciousness that we are more than they say we are; we deserve more than what they want for us.

Two hundred years later, Haiti that gave us hope, faces a seemingly hopeless fate. All we see of its people is that of their apparent worst side.

The eyes of the world take an interest only when the story line is of strife and scandal; when the images fit the narrative of poor, desolate, pagan and black.

In the minds of most Bahamians, the light that is Haiti has faded: obscured by fatigue, resentment, tough love, scarcity, indifference, misinformation and prejudice.

The light has also faded in the minds of many Haitians: obscured by exhaustion, hunger, insecurity, anger, self-hate.

Experience tells us that in our weakest times as human beings, it often takes a light, whether shone by an external source or a spark in our own spirits, to help us overcome.

In an Avatarish way that light speaks to us and says: "I see you." In an African way that light says, harambe, "the community needs you." In the language of psychotherapy, the light says, "tap into the greatness that lies within and live it." And in the language of our queen mothers it says, "I love you."

The call to Africans across the globe is to inform/educate yourself; elevate your consciousness about Haiti so our people and the entire world knows, Haiti is more and Haiti deserves more.

It is more than what the international media depicts. It is more than the actions of its political electorate. It is more than the folly that befalls it. It is more than what our eyes see.

As African people we need to care enough to demand that Haiti fulfil its revolutionary promise of being the beacon of light.

In this season of suffering, Haiti needs not our pity nor our charity, it needs our great expectations, and with our collective consciousness, we will call out its greatness.

Haiti has much work to do, but I wonder if we as African people will start to play our part. Certainly, in the history of our relationship with Haiti, the Bahamas has missed countless opportunities, largely because of our singular focus on immigration.

If we date the start of diplomatic relations to 1971, when the Bahamas signed the first of three bilateral treaties, then we can claim the 40-year prize of missed opportunities in building a meaningful relationship.

With newly acquired rights to self governance, and a dispatch from the UK Foreign Common Law Office giving it limited authority to conduct external affairs, the Bahamas government negotiated its first bilateral agreement in 1971. Haiti was the foreign partner.

Whatever promise this sign may have represented was short lived because the 1971 agreement was "never really actualised," according to Joshua Sears, director general, Ministry of Foreign Affairs.

And it was the only agreement that envisaged a broad range of relationships, including commercial trade and technical cooperation, education exchanges and cultural linkages. The central issue of subsequent agreements - 1985 and 1995 - was immigration.

Although Haitians have been migrating to the Bahamas for centuries, the Haitian immigration "problem" only dates back to the 1950s.

The Department of Immigration was formed as a statutory body from 1939, but for all its efforts over 60 plus years, the solution to the "immigration problem" still evades the government.

This is not withstanding the notoriously draconian efforts of Minister of Immigration Loftus Roker to round up "illegals."

One day, hopefully, Bahamians will wake up and realise, as sure as a man cannot cheat death, no number of raids or repatriations will solve the "immigration problem."

Neither the Department of Immigration, the Defence Force nor the entire might of the state has the power to ease the desire of desperate-minded people seeking a better life.

And we have no friend in the Haitian government, where that is concerned. In a country of 10 million, with a Diaspora probably twice that size, the hundreds of people who migrate to the Bahamas, whether legally or illegally, is not a problem on the minds of most.

For centuries, migration has been the answer to populations seeking a better life, said Leonard Archer, former CARICOM Ambassador. This is the story of Europe, Asia, Africa, everywhere in the world. When people experience scarcity, drought, famine, hardship, persecution in one area they move to another.

"If you interview the Haitian people who are coming, a number of them have been deported two, three, four times. People are desperate. The reality is desperate people will always move and we can't afford to put a wall around the country," said Mr Archer.

"We have been deporting people to Haiti since the 1970s. Has it helped? Has it worked?" he asked.

We are banging our heads on the wall with our hysteria over the so-called illegals. History has shown us, we are inextricably linked to Haiti. Today is no different. Waves of immigration are seen anytime public confidence wanes, during economic crises, at the mere threat of political instability, and at times of natural disaster, of which Haiti is no stranger.

Short of Haiti being restored as the pride of the world, the migration is not going to stop. Not that the Bahamas should ignore its national interests, but all that banging is just giving us a headache.
